In Vegas I brought this subject up to the Devs and it was confirmed that they are looking at a way for you to disable / burn an outpost to a hulk. You won't be able to destroy it, but in the future you should be able to blast the crap out of it and disable the services it provides. Then whoever comes in to take it back would have to actually repair it to get it up and running again.
So, yeah... I'm going to shoot the frakin' things when that happens.
